Paralegal Registration

Oregon paralegals are not regulated by any State agency or organization. In the future if Oregon requires paralegal to become registered, who do you think should be responsible for overseeing such registration? What does it cost a state to regulate registered paralegals? What should the state require as far as credentials, education, experience, and insurance coverage if Oregon assumes enforcement of regulation? Should the regulatory agency accept paralegals who have earned their CLA/CP (by the National Association of Legal Assistants) or RP (by the National Federation of Paralegal Associations) designation without further evaluation of knowledge and experience?

I am not sure if it is feasible, but possibly a department can be formed and will be overseen by the Oregon State Bar. I do not know what it would cost a state to regulate registered parelegals. I think registration would be a step forward.

Credentials should include education consisting of at least a two year degree (with recommendation for a four year degree), two to five years experience, and annual continuing legal education requirements. I'm not sure what type of insurance, but Errors & Ommissions insurance may cover it. I've known Real Estate Agents that have this type of coverage.

I have not earned my CLA/CP or RP designation so I do not know what knowledge and experience is needed to earn the designation. I think the regulatory agency should consider what those individuals received and what they did to obtain the designation and make a collective decision on it.
