Paralegal Registration

Oregon paralegals are not regulated by any State agency or organization. In the future if Oregon requires paralegal to become registered, who do you think should be responsible for overseeing such registration? What does it cost a state to regulate registered paralegals? What should the state require as far as credentials, education, experience, and insurance coverage if Oregon assumes enforcement of regulation? Should the regulatory agency accept paralegals who have earned their CLA/CP (by the National Association of Legal Assistants) or RP (by the National Federation of Paralegal Associations) designation without further evaluation of knowledge and experience?
